One Down just got made even harder by making the AI more aggressive coupled with nerfs to a few outlier weapons.

Probably used Steam Achievement Manager or some similar program.
Looking at the timestamps he unlocked everything, I'd say that's extremely likely.
EDIT: It's possible he was having issues syncing with Steam, but that would mean he did literally all of One Down in a single sitting which I find highly improbable.

All heists in Payday 2 finished on One Down difficulty. The new mask looks absolutely sick.

Almost done with all of the heists in Payday 2 on One Down difficulty. Goat Simulator has yet to be done though *shudders*.
