Wait just before the first one reaches the first spike barrier. D-jump to it, jump over the barrier, and you'll land on top of the next one. Now, careful... Wait  split second to jump to the next one because of the falling spike.
Then go on, land behind the Snifit. When the bullet bill fires, jump over, killing the Snifit. Now double jump to the hole in the floor

The key is getting the hang of the green wall walljumping.  If you REALLY want to be The Guy, you need to master wall jumping techniques.  They become...necessary later on.
